What the golden mussel is
The golden mussel, Limnoperna fortunei, is an invasive freshwater mytilid bivalve native to Asia (USGS; CDFW). It is small, fingernail-scale, and attaches to hard surfaces by byssal threads — the same anchoring strategy that lets it foul intakes, pumps, screens, pipelines, and canal walls. It reproduces prolifically, and its free-swimming larvae, called veligers, drift with the water column and drive recolonization downstream of any single infestation point (USGS; MDPI Diversity 2026).
The detail that makes it a distinct problem for California is its tolerance envelope. Compared with the dreissenid mussels already familiar to Western water managers — zebra and quagga — the golden mussel tolerates a wider range of temperature and salinity and, notably, lower calcium and softer water (USGS; MDPI Diversity 2026). That lower-calcium tolerance matters because it lets the golden mussel colonize waters that dreissenids physically cannot, expanding the map of vulnerable infrastructure across the state.

Why southward spread along the State Water Project and CVP matters
California moves water through two enormous engineered systems. The State Water Project (SWP), operated by the California Department of Water Resources, captures water in Northern California and conveys it south through the Delta and down the California Aqueduct to the Central Valley, the Central Coast, and Southern California (CA DWR / water.ca.gov). The federal Central Valley Project (CVP), operated by the U.S. Bureau of Reclamation, is the parallel system serving largely agricultural deliveries through the valley (USBR / usbr.gov).
These systems are, functionally, a continuous plumbing network that touches most of the state's population and a large share of its irrigated acreage. That is precisely why the golden mussel's progress along the SWP is so consequential. A species that establishes in the Delta has a downstream highway of pumps, aqueducts, reservoirs, and turnouts available to it, and its veligers can ride the same flows that deliver water to customers. One point matters for any agency weighing an emergency declaration as a path to a chemical response: a CEQA (California Environmental Quality Act) emergency declaration changes environmental-review timing; it does not waive federal FIFRA or California Department of Pesticide Regulation (DPR) pesticide-registration requirements (CA DPR registers and enforces independently alongside EPA — cdpr.ca.gov).
